If you have the cooling capacity, you can increase the PPT limit in the BIOS to let the 16 cores clock higher. The AM4 platform also gives you a lot of leeway to fiddle with the voltages to get higher clocks at the same power limit, if you're feeling adventurous. It's finicky, but basically you can check the "best cores" in the app Ryzen Master and then slightly drop the voltages for all cores EXCEPT those starred cores to get better multicore performance.

Personally, I got the 12-core 5900X because it seemed like the best value for money at the time and I wanted a large L3$, but if I bought today, I would probably get a 5700X3D.
