    So - I'm looking for a software tool to create a photo collage that uses heaps of small images to make a larger image. I just don't want to use any online tool which requires uploading the images in the browser (and probably giving away ownership rights in the process). I don't mind paying for the tool, and would very much prefer it to be downloaded locally rather than a cloud-hosted service.

    Any recommendations?

    Oh man this is a dying art.

    Are you talking about a photo mosaic? Which is completely different then what people call photo collage.

    Where Mosaic matched pictures to make it look like an image.
    Vs Collage can be completely freeform.

    Speaking of which the best one i've found is kind of out of date. http://www.shapecollage.com/
    Hasn't been updated in years. But in the age of everything online or the "APP" version of it. This was the only thing i could find 8 years ago that didn't go online or subscription only at the time.

    Also i think ACDsee has a Mosaic feature.
