Chromium based browser video stuttering

In the last few days I've noticed video stuttering (like dropped frames) in Google Chrome, I also tried Microsoft Edge but it has the same issue, so it appears to be with chromium based browsers in general. This doesn't happen with any playback occurring just right on my PC with a Windows media player, or in gaming or anything. I hadn't actually done any updates on any drivers or anything on my computer (Windows 11) since the problem started occurring, although Chrome may have had done one of its automated updates. In any case, I tried updating the video drivers (RTX 4070 Ti) but that didn't fix anything.

After some sleuthing around reddit I found others with similar problems and found altering the "Choose ANGLE graphics backend" flag in Chrome to "D3D9" fixes the issue entirely though, but switching to D3D11/OpenGL/Default causes the problem to occur again. Anyone else ever encounter this? Is there any potential issue with leaving the flag at "D3D9" as I assume Direct 3D 9 is rather outdated by now.

What processor/chipset are you using? I dug back through post history and it looks like a 7600X. I ask because there have been other reports regarding that setting being used to fix glitches for years, and usually it was a Radeon graphics driver update that resolved it, so even though the video should be rendering through your 4070Ti maybe it's touching the IGP drivers somehow and you need to update drivers for that and the chipset. (Or even downgrade if you recently upgraded.) Also did you try D3D11on12 as the setting?
