I have a Nokia 5.4 running stock Android 12. My carrier supports WiFi calling on my package. I can't find the option to turn on WiFi calling in the menus but if I tell voice assistant to turn on WiFi calling it takes me to a screen with a button/slider to turn it on. Any attempt to turn this on results in it turning itself off immediately. What's the deal? Surely my phone supports this? Do I need a firmware update?

You need to make sure the firmware is from the carrier or is specifically built for your phone (unlocked from the factory). If you have that, then it should work as long as your phone is configured properly for your carrier and the service allows it. The carrier might be the only option for support beyond those basics because it is controlled by them.
Thanks, I'll try Nokia and see if it's supported in the hardware/firmware for this phone first and take it from there. Voda say it's turned on by default in my package so I'm leaning towards it not being a carrier problem, especially with not being able to find the option to turn it on in the Android menus where it's supposed to be. It would be more helpful, if it's not supported in the hardware/firmware level, if they showed the option but greyed it out rather than just hid it away.
Everyone's experience with their carrier may vary, but I've found that with Rogers in Canada I've been able to enable Wi-Fi calling on both my Pixel 3a purchased from them and from a Pixel 7a purchased directly from Google.
Wi-Fi calling needs to be enabled by the carrier for each phone. iPhones basically always work, best selling Samsungs too, but until recently even Google Pixels have issues getting VoLTE and VoWiFi enabled, especially smaller carriers that don't sell your specific model themselves.
