One monitor HDR the other SDR...is HDR global in Win11?

For some reason enabling HDR on my C2 applies it to my second monitor even though it's turned off for that second monitor in HDR settings.

Is HDR a global setting in Win11? If it is, why are there options to enable it and disable it per monitor? My whites are totally blown out on my second monitor. I have that monitors INF file installed for it and also the HDR color profile I created for my C2. Anyone know? It seems that it is. When I press win alt b to turn on hdr it's applying to my second monitor even though I have a separate color profile for it. Maybe it's global?

Well that is one place that doesn't seem to work. The game bar. I used CRU utility to remove all hdr metadata from my monitor that doesn't support it. The thing is when enabling hdr still on my main C2 monitor, it still blows out the whites in games on the 2nd mon that win doesn't even see as hdr capable now.. So even though I told windows via cru no hdr on my 2nd monitor, it is still applying something to it in quake champions. I am going to uninstall the game and reinstall it to see if that fixes it. If not I don't think I can do anything else as it seems hdr is still getting applied somehow to my 2nd monitor even though windows does even see it as hdr capable from the removal of hdr via CRU. Odd.

Edit: Reinstalled QC and HDR is still being applied. Very odd. Anyone have a clue on how to not get hdr on my 2nd monitor? It is an MSI MAG401QR 40inch 21:9 monitor. Thanks guys.
